Warlords Bloodust Proc???

Sorry if this question has been answered or is just well know, but I took a nice long break from LoL and am now able to jump back in. So my question is do you have to have an item that uses an energized passive like for example the Statikk Shiv or Rapid Fire Cannon to make the masteries** Warlords Bloodlust** proc? Or can you just use the**_ Warlords Bloodlust_** without any items that also have the energize trait?

No, there is a symbol that appears above your ability bar in game that maxes at 100 with movement/attacking, it procs at 100 and you gain move speed for .75 seconds and heal for 1-5% of your attack damage (increased by critical strike) based on your level for your next basic attack (usually you don't see it because you hit a minion with it). This passive exists without owning any of those items at the time (i.e. at level 1)
