Can Riot remove Riven MR/Level?

Shen , yasuo, maokai, singed and poppy have no mr/level because they have ways of mitigate damage. Riven has a 6s cooldown (3.6 with max cdr) 210 +100%bonus AD dash shield. Imo she should be added in the team of melees that no gain mr/level. thoughts?
