Why does Kaisai get a shield?

I'm so confused as to why an ADC gets a shield? This doesn't seem balanced at all compared to every other adc. Why doesn't vayne get a shield when she comes out of invisibility? or Lucian when he dashes forward? Givin an adc a shield legit makes 0 sense. Should be removed
