Can the gold-funneling nerf please go away when you have an AFK?

When a lane player disconnects, it often helps for the jungler to be able to cover that lane until the disconnected player returns. It feels really bad for the jungler to have to leave an empty lane to go farm the jungle. Can the jungler's minion gold penalty please go away when there's an afk?
