Thunderlord's Decree Idea

What if for TLD it could proc different enemy champions with separate cooldowns but only one person can proc it. So say both the ADC and the support bring TLD. If the support procs it on the enemy ADC, their ally ADC can no longer proc it on the enemy ADC for 20 seconds. This would prevent everyone from bringing TLD as well as give poke supports a bit more opportunities to poke down the enemies.
