Bought a rune page during preseason but didn't get it.

I know I didn't need to but I decided to buy another rune page since I have only 2 (Apart from the 5 default ones) . I didn't want to constantly change the runes during champion select unless it's a minor change.

But unfortunately I didn't get the rune page even after purchasing it from the store. Sure as hell it took my BE, but no new rune page.

it does not show a new rune page like it would before you have to create it... if you have already done that then contact riot they will see what the problem is.
