Singed and Proxy Farmers

A proposed change to effect 'proxy' farmers. The turrets in the base would have a buff that makes the minions basically super minions, and also effect their behavior so they do not go off from their path very far (meaning they don't chase). This buff would ONLY exist IF BOTH of the outer turrets in the lane are up.

Why am I proposing this? Because proxy farming adversely effects other laners. Riot has already shown that they dislike players that don't communicate strategies to teammates (as with the jungle Singed support guy they banned).

When top lane Singed proxies TWO lanes, he is effectively denying farm to one other lane, adversely effecting that players game experience. And this was probably not communicated to, or agreed upon by them. Something Riot frowns upon.

BUT, we don't want to get rid of a viable strategy altogether, so it would only effect the minions INSIDE the base while the two towers on the outside are up. So it's basically killing proxy farming inside the base, during the early to early/mid game. Proxy farmers can still go between the two outer turrets to farm during the early/entire game.

This would promote healthier gameplay and teammate cooperation, and force proxy farmers to first take down their lane's outer turrets, and then help their teammates take down their lane's outer turrets, to then be able to push into the enemy's base.
