Azir nerfs on 5/2 PBE

So as it's pretty obvious on the pbe, there are some pretty heavy azir nerfs there. One can argue that it might be a buff in some cases, but it forces you to heavily change your playstyle when playing him. Can we get some context as to why he is target for another set of nerfs despite having 44.55% winrate (according to Champion.gg). I understand he's nearly pick or ban in competitive but this is gonna shoot him even further down the path of complete unviability.
