Changes to Banner of Command = Nerfs to Heimerdinger

Will there be any compensation for this? For those who don't know, Banner of Command used to give % damage increase to his turrets making it the best item for him to build for damage and gold efficiency. Although imo the item is better, it doesn't really fit onto an AP carry. Previously when you nerfed items you buffed champions to compensate. I don't think it's fair to nerf a champion that doesn't need it.
