Azir- Adc?
Could Azir adc? Do his soldiers' basics scale off of his ad? If so he would be an op adc, because he wouldn't have to be in the fight to be in the fight.

Soldiers scale on AP.
That isn't to say you couldn't take him bot lane and place your ADC in mid lane how ever.
I feel like Azir would be interesting to take bot with a support.
I'm going to agree with @Fahrside, below. Generally, any AP with good range and sustained damage can be used to substitute for an ADC; Orianna is probably the best example. Azir should fare reasonably well bot, so long as he avoids trading before he gets a Nashor's Tooth.
If you're looking for an AD minion-mancer to play bot lane, building Malzahar AD is the best you're going to get, but you need to be seriously good with Malzahar to pull it off, on top of a support that knows how to play with it.
Soldier auto attacks even do magic damage and apply spell effects, but no On Hit.
Considering most of the time Azir doesn't even attack himself, AD may even be totally useless on him.
The Soldiers however do scale on AS. Sadly all AS items either have AD or On Hit effects.
Azir gets a percentage of his CDR as attack speed. This is why Nashor's is a core item for him: he gets more AS than you'd think.
You get attack speed from CDR and his soldiers scale off of AP, so there's really no point building him AD. Now as for going bot and being the sustained damage dealer....maybe. His soldiers don't attack towers, however, so you lose one of the benefits of having an ADC, but I think it could work. Just build him AP.
