Ezreal Q can proc the kel.... gold giving keystone = about 5min off late game build

Heimerdinger is currently overpowered and shits on top laners like no tomarrow. Why? a rune... not keystone rune. Celerity. Basically its his passive....

Heimerdinger gains 20% bonus movement speed while near allied turrets or his H-28G Evolution Turret H-28Q Apex Turret own.

combo'd with rune

PASSIVE: Gain 4% Movement speed icon bonus movement speed. Additionally, you gain bonus Ability Power or Attack Damage (Adaptive) equal to 8% of your bonus movement speed. ADAPTIVE: Grants bonuses based on which stat you already have the most bonuses for. Defaults to the first listed.

24% MS lv one 8% of that goes into his AP

Now thats not enough on its own but if you were per say take summoner 6 and rush t2 boots and item 3113

that amps you up to 29%ms plus the boots god for bid you do something crazy like get mobi's and Relentless Hunter For a W that'll hit like the new thunderlords if you didnt take it.

I've only played a few games so far but, as a Rakan main, he seems more difficult to play now than before. I think it is due to the fact that you have to chose between 0 AP and some health and armor or 25 AP and no health or armor. Not to mention with the lose of the old masteries you can't reduce the flash cd (without giving up too much), you can't regen health as fast in lane, and you can't trade as freely without CoC.
