Mordekaiser: Base MoveSpeed too slow?

Mordekaiser Base MS: 325 MS with Tier 2 boots: 370

Without building a MS item he ends up being the slowest champ in the game, unfortunately building one of the several MS items makes him really weak(squishy) and would only be available in the very endgame or it takes the place of his core items(hextech/rylai's).

Lastly, his Q is purely for minions and never sees more than 1 hit on a player thanks to his inability to keep up; ever.

Fix: Bring it up to 335-345 or to negate the effect it has on his early game give his Q an additional scaling passive that boosts MS 2-4-6-8-10% giving him a 407 MS with tier 2 boots at max rank.
