Internet problems

So it started on Monday Feb 6 I started up a game of lol and my ms was around 400 and stayed the whole game but my fps was fine. So I rebooted the computer same problem,and the same problem today. Does anyone know of a way to fix this? I got a Toshiba windows 8 4gb laptop
