What's up with the mastery system

I just played 2 games as shyvana jg and for the first game I went 19/3/17 and the second game I went 20/6/4 and I got and A for both. Plus a while back my friend carried a team and went like 20/5 but got a -A. Why can't me and my friend get an S when we have such good games

I think they should further segregate the averages to each rank, like average of all silver shyvanas' that way you could get grades according to your rank. I am not sure if this is done already, might be smurf accounts throwing it off balance. S is hard if you're not support.
