Ekko balance?

I'm curious about other players' opinions about Ekko's state of balance. He seems to me to be (moderately) overpowered at the moment with his high base values combined with his cc/tankiness/mobility & the fact that his powerful early game scales extremely well into late game.

Both early and late he can stand toe to toe with a lot of true bruisers and win auto attack trades without having to use any of the fancy tricks his kit offers.

It seems like a small tweak such as increasing either the mana cost or cooldown on his Q, or reducing/removing the base damage on his passive (but leave the AP scaling) would make him more balanced.

Thoughts?
