Zilean's Chronoshift

On live, Zilean's ult restores 600/850/1100 +200%AP on revive, which is going to be pretty much full health on any squishy, which is what he's most likely to be ulting anyways.

What if instead, the values were something more like 30/40/50% +1%AP? His overall playstyle would be all but unaffected, but he would be less of a "get out of jail free card," and it would open up more possibilities to give different parts of hit kit power.
