Rune Cap?

Hello everyone. I know that in the past there was a rune cap of 700. With tier 2 runes costing 1IP now and according to my math, there are 141 tier 2 runes, is it a bad idea to buy every tier 2 rune on a smurf? In my opinion it would be a bad idea to continue having a cap if it is now really easy to hit.

You can get the extras removed by player support once you move on to buying T3. I'm guessing they know about it, maybe it'll be addressed in the new client.
