Champion Mastery Boosting

Hello, I have played with people that have mastery 7 champions and they still play really badly against match ups in their favor, I asked a guy if he was boosted and he was unranked but he mastery boosted to 7 on Ekko and he admitted that he was boosted, Does Mastery boosts get you banned, I think it doesn't because it has nothing to do with ranked and he said that he boosted mastery through playing normals which means nothing. Is it bannable or Reportable?

I don't really know but I don't think it would be as bad as actual boosting because Mastery Levels are pretty much only aesthetic. It's still pathetic though. M7 is supposed to be an achievement and not something you would pay someone else for so they achieve it for you.
