Suggested Soraka Update

Soraka, the relatively irrelevant support champion needs your help. The time following the Soraka rework are sad times indeed for Soraka mains. Now don't take that the wrong way, I Personally dig the rework, especially that of her Q: Starcall. However she has been so horribly debuffed, that even with the rework, and all the effort put into it, hardly anyone now plays her. This could be for many reasons, the most predominant being shes not very effective any longer. I spent a fair amount of time thinking about a solution to this predicament, and talking it over with some of my friends they suggested that I post my thoughts to the forums, so here I am. Here's the facts, Soraka has relatively low AP ratios, is an ineffective tank, seeing as her W costs her %max health and in team fights seems to get cut down fast by healing allies, making her even weaker for enemy champs to pick her off. Now that we've established a foot hold on the problem, lets talk solutions, or rather Solution... here's my idea for making Soraka a viable champion pick once more, her E : Equinox is a silence/snare when cast with good placement in jungle fights and occasionally in lane, but what if, it had relevance for casting on allies as well? Allies standing in Equinox's AoE gain accelerated mana regeneration. I may be wrong, but I feel this would bring Soraka back onto the rift, as a relevant support champion.
