So I was looking into Vladimir tips, I always find it funny to look at tips for how to play and play against a certain champ given by Riot .
Then I cam upon this : Items that counters health stacking , such as Deathfire Grasp and Blade of the Ruined King , are very effective against Vladimir .
So yeah, gotta build a deleted item to counter him = Vlad is OP
Health stacking items SUCH AS dfg or botrk
just because one of the items given as an example was removed doesnt mean the tip is invalid

your problem is you're trying to counterbuild him, when you should just be dumpstering him in lane
While I don't think your argument is very valid, I do believe that Vladimir is becoming strong again. When a champion sees a lot of play, it's usually directly related to them being strong. Only exception was Lee Sin, and even now his playrate's dropped quite a bit since these other tank junglers came into play.
