Rioters how does match making work?

I have noticed at several times in this game that if you lose a couple games in a row you seemingly get more toxic teammates and also other players who are on losing streaks, but then when you look at the enemy team it is a ll players on large winning streaks? So I am genuinely curious if RIOT has any ninja programs that run alongside match making to clump players on losing streaks to have them face even greater odds? I was under the impression that competitive integrity meant giving both teams about as even of teams as possible. 80% of games on a losing streak have been blowouts in every lane. How are you supposed to win games if you are playing sub par but you are paired with 4 other players playing sub par every game? I have never noticed match making being this bad since i started playing season 1.
