Why are there so many smurfs in silver 3-gold?

Hi I'm Mokki, I main illaoi atm and I am climbing steadily but I notice as I near each promotion there are smurfs that completely take over the game and stomp my teammates until they are fed and I can't stop them at that point.

It seems to happen once every 2-7 games not that big of a deal but I was just wondering.

Because it's the end of the season, and they want to get the rewards on all their accounts.

Since matches are randomly set, are you on the winning side of having a Smurf(s) on your team? Overall I would guess it evens out in your favour and against.
