Riot you need to look into this. Because people who treat you poorly in game with their actions... for instance, Bot lane was leashing me and they both intentionally stayed to steal my exp. I knew they were new so I calmly said "to spare the next jungler can you not take my experience, it really fucks the jungler." The kayle said stop whining, was not kind at all... in fact i got flamed... this made me angry like it would to any jungler... I get a 14 day ban for being justifiably angry... THATS FAIR... Why dont you take into account the actions of the individuals starting this. At least ban the kayle too she started it, flamed me, was very new and ignorant... these are facts.

You don't get banned for "getting angry". You get banned for taking your anger out on other players. It doesn't matter who started it or why you did it, it is always wrong.

You don't get a 14 day ban from one game unless you were exceedingly toxic. Either you have been toxic for multiple games, you spent an entire match being insanely toxic to a new person, or you are lying.

Also, how is "this new person who doesn't know the game messed up and got defensive" grounds for being rude?

If they were "very new and ignorant", then they weren't "intentionally" leeching your XP.

Sounds to me like you started a big argument with your team after they accidentally took some of your XP while trying to leash for you. Don't do that. It happens sometimes, and it doesn't "justify" anything.
