No Lag No FPS drops but I can't move

So my brother and I are both having this same issue where we can't move or control our champions in anyway for about 10 to 30 seconds multiple time each game. This is happening at or closely around the same time to each other. According to the game we aren't lagging nor are we having FPS drops. I can run other games on my computer without experiencing this same issue. It is really frustrating just watching our champions stand there as they get destroyed by other players.

Riot released a statement saying "We're aware that some players are experiencing issues while running the game in full screen. This can temporarily worked around by pressing "Alt+Enter" to switch out of full screen." I don't know if this is referring to the issue that I'm currently experiencing seeing that they aren't saying what said "issues" are. I've tried playing the game not in full screen and I can say I'm not experiencing lag outs or whatever you want to call them as often as I was before. While I'm still having the same issue it isn't as bad.
