Can we do smth to stop boosting strats?ssssss

So in this game i agve mid to our top laner cuz he wanted and told me he felt more comfortable at mid so goes and picks braum was duo with this kai sa and what they were doing the whole game was just farming together in mid and jungle and not helping top or bot in result where the enemy jungler was able to help other lanes and win the game in result. It is just obnoxious to play with this kind of teammates. Please just do smth to stop that...
