hey so im kinda new to league and strarted playing around Christmas time of 2015 and im level 30 now and im starting to understand the importance of runes and masteries but i only have 2 rune pages just wanted to know if there is anyway to buy them or get them somehow thanks

You can buy them in the Shop. I believe they are under Gameplay, and on the left menu, there should be runes/rune pages.
Or, the rune pages are in the Runes section.
In the shop there's rune pages purchasable, I don't know exactly where they ended up, but they're in there for RP or IP, the IP price is pretty absurd, but yeah, there you have it.
Go to: shop-> gameplay-> runes. then all the tabs(tier,types,effects) should be on "all". then you can see the runepages at the top. price is 6300ip each. But there is a sale around march/april ish where you get 2 pages for 6300. And there a trick to basicly get 3 runepages if you queue for a ranked/draft game. the trick is to redo a page without saving it! So keep the window open! When you find a game you will then see which role you got and then dicide if you want to use the old page or exchange it for the on you have set up. Which basicly gives you 3 runepages.
