Why aren't bots and scripters immediately banned?

I am just curious as to why people who are scripting and botting in games like ARAM arent immediately banned. Riot most certainly has detection of scripts, and the average time before an account gets banned after scripting is ~5-7 days. Why isnt this on an instant ban bases upon detection? Im trying to find any kind of comment on this from Riot staff, but can't. Just curious as to an explanation why.

Bots are banned in waves because Riot tries to avoid that people that work on scripting accounts find out their detection algorithm.

They ban accounts in waves so it's not clear to the creators of the scripts what part caused the detection.
