Why is it that when you win a game you only get 11-13 LP points but when you lose you lose 20 + points???

It means your in a higher rank then your elo is at. For example say your in s5 and your elo is gold 3, then you will get a lot more points per win.

Because your MMR is too low.

If you are on a lose streak, your MMR (representation of your skill level at the time) lowers. If your MMR is lower than Riots average for the rank you are, you will start to lose more LP per loss. Same with wins. A win streak will cause you to have a higher MMR, gain more LP, and climb faster to the rank that you should be in.
