How do you distinguish someone having a good game and someone smurfing?

Just lost a promo, which is fine.

But lately i keep on noticing i get those games where an enemy gets absurdly fed while also having near 10cs/min(with both my accounts Unranked & P1). And it's very annoying, because it's completely outside of my control if someone smurfs and ends my promos for the heck of it. I know you can get a good game, but when you have an account on the opposing team that has had 1 game in the last week and it's a 27/3 300cs it's very frustrating and extremely hard to not be toxic about it....

Any way to tell when someone simply has a good game so i can at least feel less shitty when someone stomps my team singlehandedly, but is at least relatively on my level...?

Look up the account in question.

typically amount of cs and vision score is one indicator, but also things like how much they roam, when they use tp, ect.

smurfs will also typically shot call in games where say they are diamond+ playing in gold or lower

people having a great game may be killing people and taking towers and objectives, but dont really have much of a game plan besides just winning

Through consistency. Sometimes, even when someone is doing amazingly on all fronts (CS, ward score, K/D/A, objective control, etc.) it's only for that one game. It happens.

If someone does it consistently and frequently topscores/is MVP in every game, they're most likely smurfing.

high winrates and them being low elo. Eg. if theyre gold 4 and in a plat game, theyre probably new lvl 30 accounts turbo climbing through ranked
