Why do you have to w8 20min before surrender? Sometimes a person discs after 5mins and you end up playing 4vs5 untill the time hits 20min. i think its ridiculous and a waste of time. just let the surrender vote be instant so you can focus on playing another game 5vs5 and dont have to wait for the time to tick.

Maybe for Normals you could allow it but I don't think they should change it for Ranked. I know I've lost winable games because people gave up early. In ranked you should be making every effort to try to win every match unless you get a troll on your team.
