Unplayable - Spike Lags

Okay, so, since season 9 started I have had spike lags (in fps not ms). It started out as a few times during a game at no particular times but it's now unplayable. I've played a few games today and during the first two games I had no FPS Spike Lags but now every single game I play I have constant FPS issues, it's unplayable, it goes down from 250 fps to 3-15. I have tried to cap the FPS, still didn't work, I tried many different things like;

• updating my drivers
• trying full screen/borderless modes
• using low quality settings (even though my pc can 100% play at full quality as I've always played at max quality)
• used apps like cc cleaner and IObit
• redownloading the game
• reinstalling my windows

I can't play like this anymore? Please anyone have an idea how to go around regarding this issue? I do want to play as I've spent a lot of $$ lately on the game but apparently can't even enjoy that for some bizzare reason.
