What do you guys think about Karthus buffs?

I really like playing Karthus lately, and I've noticed a few things as to why he isn't a go to pick or even considered "good" right now. For starters, there are items like locket and redemption that make his ultimate pretty weak if those items are used with good timing assuming they aren't already burned in a teamfight. Lastly, there's Soraka. This champion almost literally makes your ultimate worthless considering what her ultimate does. While Sorakas ult does have lower base numbers and ap scaling than kathus' ult does, she still heals 50% MORE to teamates on 40% or lower HP, which is when you want to ult as karthus anyway.

Enough about Karthus' ult though, lets talk about his mid match ups. His q Lay Waste looks good on paper, but it really isn't that great for farming or harrasing early game. Karthus gets out matched by a lot of the most common picks right now. Even though Lay Waste has 875 cast range a lot of champions still deal more damage than Karthus does early game. Some examples would be Azir, Xerath, Lux, Annie. Leblanc, Aurelion Sol, Cassiopeia, Orianna, Syndra, Vel'koz, Viktor and Taliyah. That's not including the mid assassins of course like Talon, Katarina and even Kassadin once he hits 6.

My solution or my idea for a fix for Karthus' Lay Waste would be perhaps more cast range, since that way even though it doesn't deal much damage early on, he can still farm at a safer distance while still being open to lane harassment from his opponent. Right now as I stated earlier Lay Waste is at 875 cast range with quite little damage. I want to say buff Lay Waste so that it has 950 cast range, and maybe tweak the damage numbers a little bit too.
