What incentive is there to not troll until you unlock all Runes (level 15)?

It's almost 2019 and Riot is still fucking over "new" players by locking Summoner Spells and Runes behind level requirements.

The game suffers from information overload enough as it is, no need to throw everything at new players on day one.

You think a handful of Runes and Summoner Spells compared to over 100 Champions is overwhelming?

>make new account >get level 3 from tutorial >pvp >entire enemy team has Flash >your team has Ghost

See the way you put "new" in quotes is telling. Riot doesnt want to encourage smurfing or making new accounts.

The system is supposed to help new players and not players that are making new accounts. Giving them different runes at different times is better for the new players to understand what's going on first and foremost rather than giving them all the stuff at one time.

The system is a complete failure. Limiting your decisions by assuming you're stupid is bad game design and encourages toxic behavior.
