Why is Garen not disabled for URF?

The champion can easily 1v5 as AD. It's truly ridiculous. I'm just some silver boo boo, but which ever team has the Garen will win, unless the other team is stacked with tanks. The dang spin isn't stopped by CC! It's AR but can we please incorporate a ban system before being given our random champions? Due to his easy accessibility from his easy to play style and cheap IP cost, he is seen in games so frequently. I'm just complaining but Jesus, it's so anti-fun

disable zed before you disable garen, fix the bigger problem first
