Why does this always happen?

Every time I queue Twisted Treeline PvP I always get an entire game of bots. I've gotten into games where there are actual humans but they end up not choosing a champion (literally happened 3 times in a row when I got human teammates or enemies) and I have to re-queue. My last few games were nothing but bots and I can't get a human on my team or even against me for the life of me! I'm not complaining, bot games are easy XP and IP but where's the fun in that? I like playing actual humans just because they don't sit there in the turret and die while you're hitting them (Note: some do XD) .. Is there a setting I can turn off or do I just have to deal with 5 bots and 1 me? Anyone around my level (15) feel free to add me and queue up together.
