Why is Viktor underrated?

immobile

i think he is amazing, but i never liked his Cd's

Is he? I heard he was OP quite a bit just after his rework.

He's personally one of my favorites, along with Vel'Koz (gotta have those lasers, baby!), but he is pretty immobile and his stun is difficult to use, especially when the opponent has a dash.

He's extremely vulnerable to mobile assassins. That's why.

Low range, low mobility, squishy caster. He's strong, but he takes a risk to pull off that damage.
