Garen Changes in URF

So with the current changes to Garen on the PBE he now is back to completely useless in URF before his spin stacked on each other. The only reason he could be played was because of this and now he is just a melee minion in that game mode.

It wasn't a bug. It was intended behavior for URF only.

Some part of me sincerely doubts that Riot would have put a mechanic in with no description like that, especially one that seems like a gen1 pokemon glitch.
