Way to make Ashe more exciting

Make it so that if hawkshot hits a player, it explodes on them and deals some MINOR damage. It works this way with Tyrande in Heroes of the Storm, and it makes the scouting skill so much more exciting and an opportunity to make some big plays with it. Imagine if you could use her to snipe a hero that's at 5% hp (which is how low they would have to be to get sniped, making it balanced). Anyway, I'm just suggesting it because we all know Ashe has lost her flair recently, so this is one way to get people excited about her again.
