Soraka's AOE Silence (Equinox) could use some looking into

Silence has been slowly taken from champions for balance reasons and for gameplay clarity. Soraka is one of the few champions that still has a silence, and has quite possibly the best silence that has ever been in the game. It has a very short cast animation followed by an instant 1.5 second Silence at level 1, instant damage, and an immobilization effect if the champion remains within the silence circle. This is too much. To reiterate, it's 2 area of effect disables and a moderate amount of area of effect damage on a near 0 cast animation. As powerful as silence is, Equinox has way too much other stuff on top of it for free. Personally, I think Silence should be carefully removed from the game, since it's the most unintuitive disable that provides the least feedback to new players and old players. With that in mind, Soraka's E should no longer have the silence effect. Instead, it should be damage and a root, which can be tuned to compensate for the removal of the silence.

That's my opinion, but even disregarding that, I think it needs a looking into.
