Fiora is not. Fiora is also a straight duelist whereas Yasuo has high utility (Multiple AoE stuns). It is obvious that she should be able to kill him in a duel.

There's her main hard, hard counter.
Also a tough match up as I remember. AD Renekton stays a strong duelist throughout the game, while tanky Renekton falls off.
Also, she crushes Yasuo because she can Riposte or dodge the tornado, and thus Yasuo gets no ult.
