Bard's kit is so unique that I wouldn't be surprised if he was actually just broken. Thing is, it's almost impossible to judge since there aren't many good parallels for his abilities, imo. It's all just guesswork until he's been out for at least a few days, I'd say.
If you dive into that you'll get frozen too though.
But maybe you're right, we don't know until he is really in action yet tbh.
