She sort of falls off early in botlane as she relies on her team to do a lot for her when she doesn't have a lot of levels on her. She's a cheeselord in lane before that point though. Not a problem for winning games but pretty obnoxious in lane. She seems troll botlane more than anything, like Teemo bot.

The reason people play Lux support is not because they're trolling you, they play Lux support because in the event the ADC is crap they can still carry and not be useless.

Its the same reason , Annie , Teemo , and even Veigar as support because in the event the ADC is bad, they can still salvage a win. Unless a team is somewhat experienced of the value of support, its actually not worth playing a true support. Far better to play 1/2 support like Lux or Karma who can back up the team when the ADC screws up then put all your marbles in the hopes of 1 player.
