Why can Nami have boots but not Cassiopeia

Ok so I get that Cassiopeia Cassiopeia can't but boots because she has not feet or legs or anything but like Nami Nami has essentially the same problem the Cassiopeia has but she can buy boots. Plus champions such as Hecarim Hecarim and Urgot Urgot have more than one pair of legs so why can't they have more pairs of boots? You know other than the fact that might make them a bit absurdly fast and break the game balance. And I know that Cassiopeia gains movement speed to make up for that fact that she can't buy boots but why not give her a different ability instead? Like her basic attacks poison you or something like that.

What's also mysterious is how two really big rods combine into a hat.

It's to make champions unique. Do you think Anivia could wear them either? No, but it wasn't part of her kit to not have them. Cassiopeia had her update (many times) and that's just the direction they chose. You're also trying to compare a battle mage to an enchanter support when you bring up Nami different things are made to work for different types of champions.

If you are trying to make sense, you should know it doesn't make sense.

The reason is simply that it was a cool and unique concept for Cassiopeia when they did a minor rework on her. Nami has never received such a rework and likely never will (in fact, I think Nami is one of the best-designed champions and feels fair to play as and against). And for the other Vastaya or non-humanoids, they might get something similar when it fits into their concept and the need for a new ability arises. However, there are passives that have more thematic cohesion (like Hecarims) so again it's unlikely he'll get a unique interaction with boots.

item 1001 makes Corki faster. item 3751 makes Brand ....work? item 3751 doesn't melt Lissandra? This item 1036 makes item 3035. A bandanna item 3140 , scythe item 1059, and an ax item 1037, makes a item 3139
