Item changes for Last whisper and Crit changes

So currently with how crit is structured, It's really hit more miss in terms of reliability and actual itemization for building a crit build.

In order for ADCs to itemize crit they're forced into building another zeal item to make it reliable enough for a late game team fight after building IE + upgraded zeal, and there's really no real customization ability other than "what zeal Item should I build".

Add that to the fact that if there is a tank, you need to delay your 2nd zeal and for LW and that's still a clunky way of trying to build utility items in bits and pieces.

So why not just let ADCs have crit on LW instead of building LW item + zeal?

having even just 20% crit a completed Last whisper items with a core of upgraded zeal + IE + crit LW (around 70% crit) will allow a lot more customization options for the last two items.

Same thing with QSS, If we can combine QSS with last whisper, that's one less clunky utility itemization that we can bypass by combining it to LW.

If anything though, you can argue that Infinity edge is part of the reason why you cant give out crit in large amounts because of how much power it can give to a 80% crit adc. Why not just nerf the 50% addition crit power portion of it and give it some other passive like: for every 20% attack speed, your crit is increased 10%, but you still only do 200% damage.

Or even just change crit to being 2 autos instead of 1 200% dmg auto and make it be able to apply on hit effects. Because honestly the only thing that crit only synergies with is maybe lifesteal (which is another stat that is pretty hard to balance given the fact that guinsoos is in the picture now) and, at a smaller degree, attack speed . Changing IE and how crit works maybe better in the long run instead of trying to balance the whole ADC role around IE and rageblade.
