what am i supposed to do against neeko when she roots me for a year, through minions then chunks off my hp with q? i can't get near her if she just goes invisible and runs away then uses her w passive or stuns me with her ultimate

It's not that difficult to dodge, and it doesn't last too long if she cant hit it through minions. If you wanna beat Neeko top, just position yourself in areas she can't line it up well.
Looking at that match in particular, you played Urgot vs Neeko Toplane. Judging by what I'm seeing:
You did the right thing by buying Mercury Treads. However, you should have built a Black Cleaver over your Righteous Glory (Even buy Hexdrinker if Neeko was beginning to get out of hand). Neeko may be auto-attacking you, but most if not all her damage is Magic Damage. Without Black Cleaver, you won't have alot of damage on hand nor have the Rage passive from Phage to kite with. Hexdrinker would have been another good item to buy since it gives you a Magic Shield & you can literally sit on the item until late game.
Neeko is a squishy target & it's not that hard to distinguish her from her clones. Considering she was running a Glacial Augment-centered build, Building Boots of Swiftness wouldn't have been a bad purchase either as it reduces the effectiveness of all slowing effects such as Glacial Augment's Freeze Zone & Urgot's Self Slow while using his [W: Purge].
While this may not be all that important, you did have Rengar on your team as a Jungler. Neeko (being the squishy mage she was designed to be) would pop faster than a Water Balloon filled with Tapioca if Rengar ganked her. Unfortunately for you, It looks like he was having a rough time himself as well. In cases like this, you have to rely on game knowledge & wait for Neeko to slip up in lane.

Zyra EWQ was the CLOSES thing to it and is only half as Damaging.
