rework evelyn

She won't get a big rework during the assassin update,but she is rather high on the priority list,so she'll likely receive a VGU in the next year(for clarity,she is currently the 2nd most requested rework after Galio)

Rioters have talked pretty heavily recently about an Evelynn VGU, and the recent blurb article about her new lore is also indicative of a fairly soon VGU. I have money on her VGU happening when Warwick's team finishes him.
