cant duo with my bronze friend and i am bronze

So my buddy made gold 5 last season while i was stuck in silver, we duo'd a lot in season 6. Then in Season 7 i get placed bronze and he gets placed bronze, we were unable to duo in placements and even after he was placed bronze we are still unable to duo. It says that we are unable to duo due to the difference in higher rank.

Question that you don't have to answer: were either of you suspended from rewards/punished? There's a bug stopping such people from queueing together. Other than that I have no idea.
