I have championship kalista skin that has been upgraded into permanant in my hextech crafting. But i don't own the champ yet. If there's Kalista in the weekly rotation. Will i be able to use the skin?

You have to own the champion, otherwise you can't claim it.

Sadly no, I had the Ice Toboggan Corki skin on reroll but didn't have Corki, so I can't use it yet even if he's free
