Ranked Entry Restrictions

With Season 5 approaching I'd like to bring up something that I remember reading a while back. I saw a red post that said, in essence, that Riot was working on an advanced tutorial system for ranked so that people can't just walk in with no idea what they're doing and bring everyone's experience down. Over the course of the last season I've climbed from high Silver to low Plat and have seen very little improvement in the basic fundamentals of the gameplay from the players I'm matched with. People still don't seem to CS effectively and lanes are usually decided by which player goes ham more stupidly. So I'd like to know if there is still an entry requirement upcoming for ranked queues, such as CS Mastery, Beating a Lane Disadvantage, Teamwork OP or things to that effect that people would have to score highly in to be eligible for ranked. I think it could be beneficial for all levels of play, and especially for helping beginners understand the tools they need to succeed in solo queue.
