I was playing a game as Vladimir the other day and had finished up item 3152 i killed the enemy ahri with blue buff worked my way with 40% cdr and thought now im a spamming machine QEQEQEQEQEQEQE. when i looked at the cooldown for Q it was 2.4sec but everytime i used it, it would set to 3sec i thought we were rounding down rito what gives lol?

Well, the cooldown timer should show "3" for the first 0.4 seconds, then "2" for the next second, and "1" for the last. Watch closely how long it tales for the "3" to disappear.
